An organization receiving millions from the Bill and Melinda Gates Foundation normalizes commercial sex work and expansive gender identities for children 10 and under.

The International Planned Parenthood Federation (IPPF), which was founded by the infamous eugenicist Margaret Sanger, has reportedly received over $80 million from Gates over several years. The NGO boasts a significant footprint worldwide with its collection of independent organizations in over 145 countries.

“We work to ensure people are free to make choices about their sexuality and wellbeing,” the IPPF claims, “in a world free from discrimination.”

On April 16, Nicole Solas of the Independent Women’s Forum brought attention to shocking suggestions in IPPF’s 2017 “Deliver + Enable Toolkit,” which included treating prostitution as “different types of relationships” such as marriage and dating. 

The toolkit repeatedly asserts that children are “born sexual” and that sexuality “develops and changes throughout your life.” It also claims children under ten should be informed that as they grow up, they “might start to be interested in people with diverse gender identities.” 

Other instructions include telling children they “have the right to decide if and when to have children,” planting the seed for discussions in the age 10-18 category about emergency contraceptives and continuing or deciding to “end” a pregnancy.  

The top of IPPF’s Home page features a graphic saying, “How to tell if you are being misled on abortion,” including, “You are told about abstinence.” 

While the toolkit definitively states that a child is a person under the age of 18, its guidance on the age of consent with an adult says, “Member Associations are encouraged to use existing evidence to assess the best age parameters for their local context.” 

The organization also states, “All people are sexual beings with sexual rights, regardless of their age.” Sexual rights include “the right to say yes or no to sex; the right to express sexuality, including the right to seek pleasure; the right to enjoy bodily autonomy.”

The Gates Foundation has been a long-time donor of IPPF. Another notable donor is the World Health Organization, which receives much of its funding from the U.S. government.
