The Oregon Senate unanimously approved a bill to mark August 25 as “Oregon Adoption Day” on Tuesday, sending the bill to the governor. 

State Rep. Lucetta Elmer, R-McMinnville, introduced the measure in the House, which also passed the measure unanimously in April. She picked August 25 because that’s the day she was adopted. 

“The day this bill recognizes is not just a date on a calendar: It’s my day,” Elmer said on the House Floor last month. “The day that forever changed my story, gave me a future, and placed me in the arms of a mother who chose me as her own, and ultimately led me here today, talking to you.” 

Oregon Right to Life Executive Director Lois Anderson was happy to see the proposal pass. 

“I’m delighted to see the Oregon Legislature so enthusiastically welcome Rep. Elmer’s bill to honor and celebrate adoption,” Anderson said in a statement. “This bill sends a powerful message that every human life is a unique gift, regardless of the circumstances. It’s a message we desperately need here in Oregon, where abortion is tragically legal up to the moment of birth. 

“I want to express my gratitude for Rep. Elmer’s vulnerability in sharing her story and her courage in presenting this important piece of legislation. I look forward to celebrating Oregon Adoption Day this year, and hope that the bipartisan support for HB 2019 sets a precedent for the passage of many life-affirming bills in the future.” 

While advocating for the legislation, Elmer also called women who give their children up for adoption courageous. 

“Adoption is an act of courage,” Elmer said. “It requires sacrifice, selflessness, and a whole lot of faith from all sides. It weaves together lives in ways that reflect the best of our humanity, and it is worthy of recognition.” 

She added that “Oregon Adoption Day” puts “a light on the beauty of adoption” and sends “a message to every adopted child in Oregon: You are seen. You are loved. And you matter.” 

The bill now heads to the desk of Democratic Gov. Tina Kotek, who notably declared March 10 as Abortion Providers Appreciation Day this year. However, with such strong bi-partisan support in the Legislature, the governor is likely to sign the bill.
