An 18-year-old with a history of arrests for violent behavior is being held on a $5.3 million bond, an amount attorneys say may be tied to Iryna’s Law, which took effect in North Carolina on Monday.
Dai’Quan Mills faces 16 counts of shooting into an occupied dwelling, along with prior charges of possessing a stolen firearm, carrying a concealed gun, and resisting, delaying and obstructing an officer, Queen City News reported.
Attorneys told the outlet that judges are seeking to avoid the kind of public backlash seen earlier this year when a man who had been released without cash bail allegedly slashed the throat of Iryna Zarutska on the Charlotte light rail, killing her.
The law named in her honor bans cashless bail for certain violent crimes and repeat offenders and limits pretrial releases.
“We are seeing a shift right now in the way that conditions for release are set,” attorney Khalif Rhodes said.
