Sen. Roger Marshall, R-Kansas, called the estimated 35-40% of people on Obamacare who never file a claim “ghost people” during remarks Friday on the Senate floor. 

About 10 million of 24 million Obamacare recipients have been “falsely enrolled,” said Marshall, a medical doctor who operated a successful medical practice, adding, “They don’t even know they’re on Obamacare.” 

Continuing Obamacare subsidies has been a contentious factor between Democrats and Republicans in the government shutdown, which the Senate finally voted to end on Monday, but Marshall said there’s more to the story. 

“The point here is that some 10 million people on Obamacare are not using it, but the federal government is (paying) the entire premium,” he said. “Every month, it’s like a slot machine going to big insurance companies.”
